近日，澳大利亚最大的职业评估机构之一VETASSWSS，对移民职业评估的要求和标准进行了修改，修改主要在3个方面：第一，职业评估必须与学历高度相关，以前对某些提名职业要求不严格；第二，如果想要获得职业评估，必须有至少1年的相关工作经验，甚至于更多；第三，刚毕业的学生，不能满足申请 PR的职业评估要求，虽然学生可以先申请职业评估，但在没有获得工作经验之前，所得到的职业评估分 (60分或者50分)，只能申请18个月的486临时签证。移民政策收紧已经成为不争的事实。在这种情况下，想通过读TAFE课程实现移民的学生和家长开始犹豫不决，而已经在澳大利亚读完TAFE课程准备申请移民的学生也面临两难的境地。

　　 对于已经顺利完成TAFE课程的学生来说，申请移民之路由于移民政策的收紧变得曲折了很多。已经满足了120分移民要求的学生，提交移民申请后，更多的申请者要开始排队等待，排队时间一到两年不等。当然在这个期间，学生可以申请“过桥签证”作为过渡。

　　而对于不满足120分移民分数的申请者来说，有两种途径来增加自己的分数：第一，找一份一年以上的工作，评估机构要求申请人有12个月以上工作经验以增加移民分数。但目前，众所周知，经济很不景气，就业形势较为严峻，对于中国学生来说，想在澳大利亚当地找一份正式工作并不容易。第二，雅思成绩4 个7，这对英语水平较高的同学来说可能不成问题，但对于绝大多数学习TAFE课程的学生来说是一个很难攻克的问题，学习TAFE课程的学生往往英语基础较为薄弱。

　　其实，TAFE课程本身依然具有较大优势。而家长和学生在进行选择的时候一点要选择自己喜欢的专业，选择自己有一定背景的专业，然后再根据专业来选择合适的学校；不但要考虑在澳大利亚的就业，更要考虑回国以后的发展。

2010年1月起，学生签证生活费标准上调，需重新计算担保金

The Migration Regulations require international students to show evidence of funds to contribute to the cost of living and studying in Australia. This helps to ensure students are better able to make the most of their studies and have a safe and enjoyable experience in Australia.: e- c: h6 T: n5 ?9 d
While international students are able to supplement their income with money earned through part-time work in Australia, the ‘living costs’ requirement helps to support the success of students in their studies by ensuring that they do not to rely on such work to meet all their expenses.0 {5 J5 e. S3 p’ r9 l
Legislation changes are being pursued to increase the basic rate of living costs under the Migration Regulations from the previous rate of $12 000 per year. Subject to approval by Parliament and the Governor-General, it is proposed that these changes will come into effect from 1 January 2010. Under the proposed new regulations, prospective Student visa applicants and their family members must have access to the following funds to meet the living costs requirements:- N7 w’ k, z” p: D

•demonstrate that the funds they are relying upon to meet the costs of studying in Australia will be genuinely available to them during their stay in Australia. d$ I. f5 q* W9 u  @

Why does the Government propose to increase the living costs?: {4 u. r  @6 A4 k" @
The living cost requirement of $12 000 per year was first introduced in 2001. While this amount was an immigration integrity measure and was not intended to be indicative of the real cost of living in Australia, concerns have been expressed that this figure did not adequately prepare students for the realities of moving to Australia to study. By increasing the living costs requirement students will be better prepared to live and study in Australia.

Q3 LThe support that is currently available in Australia to domestic students and estimates made by Australian Education International (AEI), suggest $18 000 per year more accurately reflects the real costs of living in Australia. However, international students are encouraged to undertake their own research into the cost of living in Australia, taking into consideration their own circumstances before ** a decision on whether to study in Australia. What must students do to show that the funds are genuinely available?
+ r- u- i( s8 R* y2 j/ EAlso under the changes proposed for 1 January 2010, officers of the Department of Immigration and Citizenship (DIAC) assessing Student visa applications will have the discretion to consider a Student visa applicant’s circumstances to determine if the student genuinely holds the funds to which they claim to have access. This includes checking:( C, Y, j( D- |( w) S/ j* u
•a prospective student’s previous financial and immigration history
1 b# |/ F’ h$ Q- \, S3 ^- G/ W•the employment history of the student or the person providing the student with financial support
2 D; F5 s7 b! H6 g: D•the source of the income used (for example, cash assets or a bank loan).& }$ H& B* U4 m7 i7 N6 ^
Where there is doubt about the student’s ability to access their claimed funds in Australia, the prospective student may be requested to provide further information in support of their application. For example, students relying upon a bank loan may need to show that these funds have been deposited into a bank account to which they have unrestricted access, and that they have the financial capacity to service the loan both before they depart for Australia and once they arrive.‘ l* E8 d’ E7 u8 U2 M

自2001年以来，澳洲留学担保金只需每年12000澳元，实际上鉴于去年很多来自印度、巴西、毛里求斯等地的留学生因为打工太多原因，移民局发现大量的 印度留学生在澳洲留学是完全依靠打工来赚生活费和学费，实际上其国内的家庭收入无法负担澳洲的生活费和学费。(按照本科硕士上课期间36周每周20小时打 工，休假期间16周每周40小时，每小时10澳元计算，是可以打工赚到这个生活费的)。这项措施将有助于确保学生有更多的时间钻研学习，而非用打工的方式 赚取生活费。其二由于不断上涨的生活费开支，以前的标准已经不能作为衡量现今澳洲每年生活费额度的准则。

具体资金担保的调整如下：

留学澳洲生活费部分担保金额：18000澳元/年

留学生父母担保金额：6300澳元/年

留学生的第一个子女担保金额：3600澳元/年

留学生的子女担保金额(从第二个子女开始计算)：27000澳元/年

澳洲国际教育署(AEI)以及澳洲本土的学生，对于此次上调担保金的决议也表示这项措施是合理的，18000澳元/年的生活费担保金能够真实反映现在澳洲学生每年的生活成本。

移民局需要学生出示的具体担保证明：

此外，移民局再次强调了担保金来源的证明。移民局官员在今后会更加严格的考察学生及担保人的工作及收入历史、资金来源、担保金形式(存款或留 学贷款)。例如，学生采用留学贷款作为担保金，则需要此笔留学贷款可供学生自由使用，此外学生或担保人在学生留学前及在澳留学期间，能够证明有足够的经济 能力偿还贷款。

890类 (163、164、165可在任何州做生意 ）
1.在澳洲成立公司经营两年以上，申请人（可以是163的主申请人或配偶）参与公司管理；
2.在公司拥有10%以上股份；
3.申请前12个月在公司的投资达到10万澳币；
4.申请前12个月公司的营业额达到30万澳币；
5.申请前12个月至少雇用2名全职员工（澳洲永居或者澳洲、新西兰公民）；
6.申请前12个月全家在澳洲的净资产（含公司投资）达到25万澳币；
7.申请前24个月,890的主申请人在澳洲累计住满12个月。

该893签证属于澳大利亚四年临居专永居签证类
893类 165可申请893投资者永居类别（有担保）
1.投资资金在澳保持4年；
2.165的主申请人4年中在担保的州住满2年；
3.165的主申请人如不能去澳洲住，可以让配偶去澳洲住、做生意，申请892或890永居

该892签证属于澳大利亚四年临居专永居签证类

892类 163、164、165可申请892企业主永居类别（有担保）

1.在澳洲成立公司经营两年以上，申请人（可以是163的主申请人或配偶）参与公司管理；
2.并在公司拥有10%以上股份；
3.年营业额20万澳币以上（申请前12个月即可）；
4.申请前12个月符合以下3点中的2点；
（1）. 雇1名全职员工
（2.） 在公司投资达到7.5万澳币
（3）. 全家在澳总资产达到25万澳币（含公司投资款）
5.申请前24个月,892的主申请人在澳洲担保州内累计住满12个月
